Sektor perkapalan penggerak ekonomi dunia

Tahukan anda perkapalan merupakan sektor paling penting bagi sesebuah negara. Hampir 90% daripada perpindahan cargo dari sebuah negara kenegara yang lain menggunakan kapal. Walaupun kerjaya kapal tidak popular di kalangan rakyat Malaysia, tetapi sektor perkapalan merupakan nadi ekonomi utama bagi Malaysia.

Akademi Laut Malaysia atau lebih dikenali sebagai ALAM

Di Malaysia sekrang terdapat banyak pusat latihan perkapalan antaranya ALAM, RANACO,PELITA dan banyak lagi. ALAM atau Akademi Laut Malaysia merupakan pusat latihan perkapalan yang pertama di Malaysia. Disini pada mulanya anak-anak Malaysia memulakan kerjaya sebagai seorang penakluk samudra yang berjaya.

Hari pelaut 2012

Hari pelaut merupaka satu penghargaan kepada pelaut Malaysia

Hasil konvensyen peringkat antarabangsa berkenaan pelaut yang diadakan di Manila, Filipina pada 2010, maka 25 Jun setiap tahun telah diisytiharkan sebagai Hari Pelaut di seluruh pelusuk dunia.

Di Malaysia, sambutan meraikan pelaut telah lama diadakan khususnya pada setiap hari raya melalui penganjuran Hari Terbuka Pelaut di Wisma Pelaut Pelabuhan Klang. Bermula tahun lepas, Malaysia tidak terkecuali untuk turut sama meraikan sambutan hari pelaut pada 25 Jun 2011 buat pertama kalinya melalui sambutan ringkas di Wisma Pelaut, Pelabuhan Klang.

Tahun ini, sambutan bermakna tersebut akan diraikan di Pulau Mutiara dengan kerjasama Suruhanjaya Pelabuhan Pulau Pinang.

Mengapa pelaut perlu diraikan? Adakah mereka minta diraikan?


Pelaut tidak kisah tentang keraian ini. Malah masih ramai lagi pelaut yang tidak menyedari wujudnya suatu hari khusus untuk mereka. Selain itu, pelaut banyak menghabiskan masa hidupnya di laut; di atas kapal. Kapal akan sentiasa bergerak membawa kargo dan penumpang, dan mereka tidak peduli untuk meraikannya.

Namun demikian, idea dan kesedaran ini muncul untuk meraikan para pelaut di seluruh dunia atas jasa dan pengorbanan yang telah mereka curahkan. Merekalah penggerak utama ekonomi dunia. Tanpa pelaut yang merupakan tulang belakang pengangkutan maritim dunia, pasti 90% kargo dunia yang diangkut melalui kapal di lautan tidak akan tiba ke destinasinya.

Saban waktu, ketika kita menamatkan waktu kerja di petang hari, memandu pulang dalam keletihan, tapi pasti akan gembira apabila tiba di rumah disambut isteri dan anak-anak. Tapi tidak bagi mereka yang bergelar pelaut. Kapal itulah rumah dan tempat kerja mereka. Lautan luas yang terbentang sentiasa ingin menelan mereka. Keindahan panorama terbit dan tenggelamya matahari sahajalah yang sedikit sebanyak dapat mengubat kerinduan pada keluarga di rumah.

Perlu diketahui juga, dalam era moden ini sekalipun, masih ramai pelaut yang tidak mendapat pembelaan sewajarnya. Mereka terpaksa dan dipaksa bertugas di kapal sub-standard yang tidak selamat, ada yang tidak dibayar gaji, ditinggalkan terkapai-kapai di pelabuhan entah dimana, menghadapi risiko keganasan lanun, dan pelbagai lagi dugaan oleh kapitalis yang menekan para pelaut.

Namun demikian, dengan usaha berterusan pihak pentadbir dan kesatuan-kesatuan pelaut serta kesedaran dan keprihatinan majikan yang bertanggungjawab, taraf pekerjaan pelaut akan terus dimartabatkan. Kebajikan pelaut akan dibela. Ketahuilah, seluruh rakyat dunia berterima kasih kepada pelaut.

More than 50 countries to participate in UAE counter-piracy conference


With new attacks on vessels happening daily, government and industry leaders representing over 50 countries will on Monday, April 18 group in Dubai to seek meaningful solutions to the serious humanitarian and economic issue of piracy in the first high-level public-private counter piracy conference to be held in the region on the widespread threats of piracy and collaborative means to eradicate it. Co-convened by the UAE Ministry of Foreign Affairs and global marine terminal operator DP World, His Highness Sheikh Abdullah Bin Zayed Al Nahyan, Minister of Foreign Affairs of the United Arab Emirates, and His Excellency Sultan Ahmed Bin Sulayem, Chairman, DP World, will inaugurate the two day conference. It brings together officials and industry leaders from more than 50 countries for high level deliberations. Under the theme “Global Challenge, Regional Responses: Forging A Common Approach to Maritime Piracy”, the summit will be attended by more than 30 foreign ministers, including from the GCC countries, senior representatives from a further 25 countries, the United Nations, the International Maritime Organisation, scores of industry leaders and international experts on maritime security and community development issues.
Included are the Foreign Ministers of most GCC countries, the Foreign Ministers of states directly affected by piracy such as Somalia, Djibouti, the Comoros, and Tanzania, the United Nations Deputy Secretary General, and Foreign Ministers from major international players such as Indonesia, Nigeria, and Pakistan. Those from the maritime industry
attending include Morten Engelstoft, COO, Maersk, Peter Swift, President, International Association of Independent Tanker Owners, Ron Widdows, President, and CEO of Neptune Orient Lines (NOL) and Chairman, World Shipping Council, Dr Stefano Messina, CEO, Messina Line and Giles Noakes, Chief Maritime Security Officer, BIMCO. Experts participating include Dr Martin Murphy, Kings College, London, and Pottengal Mukundan, Director, International Maritime Bureau, amongst others.
During the conference, both public and private initiatives to counter the devastating effects of piracy on the captives and their families and communities as well as the threat it poses to peace and security internationally will be discussed, with the aim of introducing initiatives that merge the efforts of both sectors in areas of community
development, security, and information sharing. Panel discussions will also tackle root causes of piracy, relevant international law issues, and opportunities of furthering civilian-military cooperation to ward off attacks. On the sidelines of the conference, the UAE and the United Nations will hold a fundraising session in support of the UN’s Trust Fund to Support Initiatives of States Countering Piracy off the Coast of Somalia. The aim of the fundraiser is to attract new and traditional donors to the Fund, which was established in January 2010 by the UN Secretary-General at the request of the international Contact Group on Piracy off the Coast of Somalia.
The Trust Fund has launched a number of land-based counter piracy initiatives established and supported by both public and private sectors. In this vein, UAE Foreign Ministry officials have revealed that the UAE will make a significant contribution to the UN Trust Fund at the conference in reflection of its ongoing commitment to the international efforts
in the field of counter-piracy. The conference is also expected to conclude with a declaration outlining areas of cooperation between the private and public sectors with the aim of establishing a working frame to further advance cooperation in various counter piracy initiatives as well as propose others. The UAE’s position as a global hub for trade
and commerce together with its significant regional and international partnerships are expected to make the event a key platform for the coordination of the urgent international response to end the far reaching and devastating threats of piracy.
According to the International Maritime Bureau, as of April 14, 2011 and despite a heightened level of international response, there were at least 107 incidents of attacks or attempted attacks on commercial cargo ships in the Gulf of Aden, Arabian Sea and off the east African coast – with 17 vessels hijacked. At least 26 ships are currently estimated
to be under pirate control, together with 532 mariners held captive, many in appalling conditions. In addition to the devastating human cost of piracy, the financial cost to global trade is also huge, with estimates as high as US$12 billion a year.

Nine Piracy Incidents At Sea In Malaysia In First Quarter Of 2011


Nine piracy incidents at sea occurred in Malaysia in the first quarter of 2011, including the hijacking of a tugboat and barge off Tioman Island.Vessels were also boarded in seven incidents by robbers armed with guns and knives, said the director of the International Maritime Bureau (IMB), Captain Pottengal Mukundan, Thursday. He said piracy at sea had hit an all-time high in the first three months of this year with 142 attacks worldwide where 18 vessels were hijacked, 344 crew members taken hostage, and six kidnapped. Another 45 vessels were boarded and 45 more reported being fired upon, he said in the statement. "The sharp rise was driven by a surge in piracy off the coast of Somalia where 97 attacks were recorded, up from 35 in the same period last year. Figures for piracy and armed robbery at sea in the past three months were higher than we had ever
recorded in the first quarter of any year," he said. The IMB's Piracy Reporting Centre which has monitored piracy worldwide since 1991, also reported that during the same period, pirates had murdered seven crew members and injured 34 compared with just two injuries in 2006. Mukundan said of the 18 ships hijacked during the period, 15 were
captured off the east of Somalia, in and around the Arabian Sea and one in the Gulf of Aden. "In this area alone, 299 people were taken hostage and six more were kidnapped from their vessel," he said, adding that at the last count on March 31, IMB figures showed that Somali pirates were holding captive 596 crew members on 28 ships. He noted that
there were also a dramatic increase in violence and techniques used by pirates in the seas off Somalia. "The overwhelming number of vessels hijcked off Somalia took place east and northeast of the Gulf of Aden. The positions of some of the attackers' mother ships are known. It is vital that strong action is taken against these mother ships to
prevent further hijackings," he said. Mukundan also said that large tankers carrying oil and other flammable chemicals were particularly vulnerable to firearms attacks. "Three big tankers of over 100,000 tonnes deadweight had been hijacked off the Horn of Africa this year. Of a total of 97 vessels attacked in this region, 37 were tankers and of these, 20 had a deadweight of more that 100,000 tonnes," he said. Elsewhere, he said the Indian navy captured 61 Somalia pirates on a hijacked ship off India's west coast, while Nigeria recorded five incidents with three attacks against vessels in Lagos. "Crews in the area are reporting increased violence, including one incident where all 27 crew members were injured. "IMB's concern about an expansion of Nigeria-style piracy has been heightened by the hijacking of a chemical tanker off neighbouring Benin, which its captors finally directed to Lagos," he said.

MISC wins case againts Equatorial

In the case of Equatorial Marine Fuel Management Services Pte Ltd (Equatorial) v MISC Berhad (MISC), the United States Court of Appeals for the Ninth Circuit has ruled in favour of MISC,

upholding the fact that MISC did not enter into any contract for the supply of bunker with Equatorial, hence there being no basis for the admiralty action brought against MISC by Equatorial.

The decision of the appeal was handed down last week by the Ninth Circuit three judge panel, who unanimously upheld the United States District Court for the Central District of California's vacatur of Equatorial's maritime attachment to MISC's property, M/T Bunga Kasturi Lima.

This much eagerly awaited decision is warmly welcomed by all shipping giants globally as no physical supplier can now arrest vessels without the presence of proper legally binding contract supported by sufficient evidentiary documents, causing grave commercial strain on the ship owners.

The legal battle between the two companies began in April 2008, when Equatorial attached M/T Bunga Kasturi Lima, a vessel belonging to MISC in Long Beach, California, to acquire jurisdiction over MISC and to obtain security for their claim. Equatorial alleged that MISC breached a contract purportedly entered into between Equatorial and MISC. Equatorial specifically asserted that MISC had purchased bunker from Equatorial and Equatorial had delivered the bunker fuels to MISC's vessels for over USD 22 million. It is further alleged that MISC never paid Equatorial for the various deliveries.

It was always the contention of MISC that it had no direct relationship with Equatorial. MISC entered into a contract for the purchase of bunker with Market Asia Link Sdn Bhd ("MAL"), a separate and unaffiliated company. In addition MISC received invoices from, and made remittances directly, to MAL for all bunkers supplied to the various vessels. The fact that MAL procured its bunker supply from Equatorial is immaterial. MISC was never provided with copies of Equatorial's invoices, and thus there was no contractual nexus between MISC and Equatorial. Hence based on the fact that Equatorial failed to show that it had a valid prima facie admiralty claim, the US District Court of California vacated the attachment. However, Equatorial appealed against the decision to the US Court of Appeals for the Ninth Circuit which is the highest Federal Court in California.

In a published decision, written by Chief Judge Kozinski, the Ninth Circuit panel concluded that the District Court properly vacated the attachment because Equatorial failed to carry its burden of showing it had stated a valid prima facie breach of contract (or a contract at all when applying the evidentiary standard) against MISC.

Following the positive outcome of this case, MISC will now focus on pursuing a legal claim for approximately USD 500,000.00 against Equatorial for all damages caused as a result of wrongful attachment of MISC's vessel.

Mahkamah khas industri maritim perkapalan


PENUBUHAN mahkamah khusus bagi menyelesaikan kes sivil berkaitan industri maritim, baru-baru ini, mampu memacu pertumbuhan agresif dalam sektor perkapalan negara, kata Timbalan Menteri Pengangkutan, Datuk Abdul Rahim Bakri.

Beliau berkata, penubuhan mahkamah itu adalah inisiatif khas kerajaan bagi memastikan industri perkapalan tempatan kekal relevan dan berdaya saing pada peringkat antarabangsa.

Katanya, pelbagai isu dan kerugian pihak industri dapat dielakkan apabila sesuatu kes berlaku di perairan negara dapat diselesaikan dengan segera tanpa perlu menunggu giliran di mahkamah sivil seperti sebelum ini.
“Sektor perkapalan menjadi nadi pengangkutan perdagangan antarabangsa yang mewakili 95 peratus, justeru kerajaan bersedia menyediakan asas baik dan menarik kepada pihak industri bagi memastikan negara mencapai pertumbuhan baik, manfaat daripada potensi ini.

“Antaranya menerusi komitmen mewujudkan integriti dalam industri ini kerana sebarang kelewatan membabitkan perundangan sivil di perairan ini akan menyebabkan kapal tidak beroperasi dan ia akan mendatangkan pelbagai masalah dan kerugian kepada pihak pengusaha serta kerajaan,” katanya selepas merasmikan Pameran dan Persidangan Maritim dan Logistik Asia Keenam 2010 di Kuala Lumpur, semalam.

Sementara itu, Abdul Rahim berkata, kerajaan menyasarkan isu lebihan kapal berbanding permintaan akibat krisis ekonomi, baru-baru ini, akan selesai dalam tempoh satu hingga dua tahun lagi.

Katanya, berdasarkan petunjuk ekonomi negara pengeluar dunia semakin memberangsangkan disokong pemulihan kuasa besar ekonomi.
“Kerajaan menyedari krisis ekonomi dunia telah menjejaskan syarikat perkapalan di Malaysia dan juga Asia, namun sasaran keluar dari kesan krisis ini adalah optimistik berdasarkan kepada pengeluar antarabangsa yang bersedia meningkatkan eksport mereka,” katanya.

Pengerusi Persatuan Pemilik Kapal Malaysia (MASA), Ir. Nordin Mat Yusoff, berkata walaupun tempahan pengangkutan perkapalan global terus menunjukkan penurunan kepada 7,495 kapal pada awal September lalu, iaitu nilai terendah sejak 2006, beberapa negara utama dalam industri sudah mula bangkit memperoleh tempahan baru.

Katanya, negara seperti Korea Selatan, Jepun dan China dilaporkan sudah pulih untuk menerima tempahan perkhidmatan baru khususnya bagi kapal jenis kontena dan tangki yang akan memberi kesan pengurangan tawaran perkhidmatan dalam tempoh tiga tahun bermula 2012.

Syarikat Perkapalan Harus Tingkatkan Usaha



KUALA LUMPUR – Bekas Perdana Menteri Tun Dr Mahathir Mohamad hari ini menggesa syarikat perkapalan tempatan agar menggiatkan usaha menarik mereka yang berminat menjadi pelaut menyertai profesion itu.

“Orang ramai perlu tahu pelaut adalah profesion yang mulia dengan potensi yang besar dan peluang kerjaya yang banyak,” katanya ketika berucap pada jamuan malam sambutan jubli perak Institut Kelautan Malaysia (Ikmal), di sini malam ini.

Dr Mahathir berkata bilangan pelaut tempatan sedia ada masih belum mencukupi untuk menampung keperluan armada Malaysia.

Buat masa ini armada Malaysia mengandungi lebih 4,700 buah kapal dagang dan lebih 1,000 daripadanya terlibat dengan perdagangan antarabangsa, kata beliau.

“Sekarang berdasarkan rekod, kita ada sekitar 20,000 pelaut tempatan tetapi kebanyakan berkhidmat untuk perdagangan domestik. Pada masa yang sama kebergantungan kita kepada pelaut asing berterusan dan tahun ini sahaja kita ada lebih 9,500 orang berkhidmat di atas kapal kita,” katanya.

Mereka katanya, menyumbang secara signifikan kepada sektor ekonomi dan bukan saja profesional dalam melakukan kerja tetapi juga boleh digunakan untuk melatih tenaga kerja tempatan dalam usaha Malaysia mencapai status negara maju pada 2020.

“Tidak perlu diperkatakan bahawa kita wajar mempunyai tenaga kerja terlatih, berkemahiran tinggi, cekap dan bermotivasi tinggi agar dapat memacu negara kita,” katanya.

Justeru kata Dr Mahathir, badan profesional seperti Ikmal harus mempromosikan rasa bangga sebagai golongan profesional dalam diri pelatih sedia ada dan juga bakal rekrut. – BERNAMA

Gempa bumi 8.9 skala Richter cetuskan Tsunami di Jepun

Gempa bumi bermagnitud 8.9 itu melanda Jepun hari ini, mencatatkan ketinggian ombak 10 meter yang mengakibatkan kapal tercampak ke pesisir pantai. Setakat ni berita terkini AFP melaporkan seramai 60 orang pulak mangsa tsunami di Sendai Jepun terbunuh, manakala 56 orang hilang, jumlah ni mungkin akan meningkat lagi.

Jabatan Meteorologi Malaysia dalam satu kenyataan mengesahkan bahawa gempa bumi kuat bermagnitud 8.8 pada skala Richter yang berlaku di pantai Honshu, Jepun pada jam 1.46 petang tidak menimbulkan ancaman tsunami kepada Malaysia.

Laporan media asing berkata, gegaran gempa bumi yang kuat melanda Jepun dan menggoncang bangunan-bangunan di Tokyo selama beberapa minit dan memaksa orang ramai meninggalkan kediaman mereka.

Laporan awal melaporkan satu gegaran dengan magnitud 7.9 tetapi ditingkatkan kepada magnitud 8.8, yang melanda negara itu kira-kira 400km dari Tokyo.

SEOUL 30 Jan. - Lima suspek lanun Somalia yang diberkas ketika operasi menyelamat sebuah kapal yang dirampas tiba di Korea Selatan hari ini dan didakwa atas tuduhan melanun.
Jurucakap pejabat Pengawal Pantai Korea Selatan berkata, suspek yang ditahan ketika serbuan ke atas kapal kargo Samho Jewelry pada 21 Januari lalu itu tiba di negara ini menggunakan penerbangan khas dan dibawa ke bandar raya Busan.
Untuk kes yang mendapat perhatian negara lain ini, polis maritim Seoul telah menubuhkan pasukan khas terdiri daripada 50 pegawai untuk mengendalikan perbicaraan pertama berkaitan menghukum lanun asing ini. - AFP

Lanun Somalia di bawa bicara di Malaysia

KUALA LUMPUR, 24 Jan -- Tujuh orang lanun Somalia yang ditahan oleh Angkatan Tentera Malaysia (ATM) di Teluk Aden Jumaat lepas kerana merampas kapal dagang MT Bunga Laurel dijangka tiba di negara ini Isnin depan untuk diadili.
Menurut Menteri Pertahanan Datuk Seri Dr Ahmad Zahid Hamidi, kesemua mereka yang kini dalam perjalanan dijangka tiba di Pelabuhan Klang.

"Sebaik tiba mereka akan diserahkan kepada Polis Diraja Malaysia untuk tindakan lanjut," katanya

Dalam kejadian serang lanun tersebut, ATM berjaya menyelamatkan MT Bunga Laurel selepas dua jam ia ditawan lanun kira-kira 300 batu nautika (555 kilometer) di timur Oman.

Misi menyelamat itu dilakukan bersama oleh kapal bantuan dan tugas-tugas khas Tentera Laut Diraja Malaysia (TLDM), Bunga Mas 5 di dalam Operasi Fajar yang ditugaskan memberi perlindungan kepada kapal MT Bunga Laurel ketika ia melalui perairan Teluk Aden.

Lanun Somalia yang tiba di Malaysia

Kira-kira pukul 11.40 malam pada hari Jumaat tersebut, kapal dagang itu yang disewa MISC Berhad telah ditawan sekumpulan tujuh lanun warga Somalia yang bersenjatakan AK-47 dan pistol.

Namun seramai 23 anak kapal dagang berkenaan berjaya diselamatkan tanpa sebarang kecederaan manakala kesemua tujuh lanun itu berjaya ditahan dan tiga daripada mereka turut cedera.

Ahmad Zahid berkata kesemua lanun itu berada dalam jagaan yang baik oleh ATM termasuk memberi rawatan kepada lanun yang cedera.

"Walaupun kita tahu mereka lanun dan dari segi perundangan kita tidak akan berkompromi, namun dari segi kemanusiaan kita beri layanan sewajarnya termasuk menjaga makan minum mereka," katanya.

Lanun Somalia di kawal tentera

Diminta mengulas tentang kenyataan Tentera Laut Kesatuan Eropah bahawa mereka tidak akan mengambil tindakan yang serupa yang dilakukan oleh ATM kerana menganggap serbuan seumpama itu boleh membahayakan nyawa tebusan, Ahmad Zahid: EU harus menghormati cara kita sebagaimana kita menghormati cara mereka."

Beliau berkata ATM telah mengambil tindakan awal dari segi pencegahan bagi memastikan pihak lanun tidak menjadikan anak kapal sebagai tebusan.

Tumpahan minyak Tanjung Ayam jejas nelayan


KOTA TINGGI: Nasib lebih 400 nelayan pesisir pantai di sebahagian kawasan Pengerang di sini, kian terancam kesan daripada tumpahan minyak akibat pertembungan dua kapal di Tanjung Stapa di sini, awal pagi kelmarin.

Lebih membimbangkan, hampir 2,000 tan minyak yang bertebaran di tengah laut mula menular di beberapa kawasan nelayan berpotensi termasuk Kampung Sungai Rengit, Kampung Sungai Buntu, Kampung Sungai Kapal, Kampung Teluk Empang, Kampung Langkah Baik, Kampung Jawa dan Kampung Sebong.


Nelayan dari Kampung Sungai Buntu, Aziz Mohd Shah, 58, yang mencari rezeki dengan menjaring udang kaki merah dan udang kara di sekitar Tanjung Ayam berkata, dia dan nelayan lain turut diancam kerugian selepas jaringnya rosak akibat tumpahan minyak terbabit.


Menurut Aziz, dia mula menyedari kehadiran sebahagian kecil tumpahan minyak di kawasan berdekatan pesisir pantai ketika sibuk menjaring udang, kira-kira jam 6.30 petang kelmarin.


“Nasib saya baik kerana sudah menyedari kehadiran tompokan minyak panjang dipercayai dibawa arus ke kawasan kami biasa memancing sejak semalam (kelmarin).


“Namun apabila ke laut jam 6.30 pagi tadi (semalam), saya gagal mengelak kesan minyak hingga menyebabkan separuh daripada jaring yang digunakan rosak akibat terlekat minyak,” katanya.


Rakannya, Samsudin Mohamed Yusoff, 49, yang menjaring di kawasan sama berkata, ancaman tumpahan minyak itu tidak menentu kerana ia bergantung kepada haluan angin.


“Di permukaan laut, ia cair namun sekiranya sampai ke pesisir pantai ia akan menjadi kering dan pekat hingga mendatangkan risiko kepada peralatan menjaring.


“Bagaimanapun, buat masa ini, jika jaring kotor terkena minyak, kami boleh tukar dengan menanggung kosnya kira-kira RM68. MLNG guna RM40j naik taraf operasi

MALAYSIA LNG Sdn Bhd (MLNG), anak syarikat Petronas, kini dalam proses menaik taraf dan memodenkan operasi sistem pengawalan agihan (DCS) di Loji Asli Cecair Malaysia di Bintulu, Sarawak, membabitkan pelaburan AS$12.4 juta (RM39.804 juta).

Pelaburan itu merangkumi pelantikan Invensys Operation Management (IOM) sebagai penyedia teknologi dan penyelesaian perisian untuk aktiviti menaik taraf operasi DCS di loji berkenaan.
IOM adalah unit Invensys Plc, iaitu firma berpangkalan di Amerika Syarikat yang menyediakan perkhidmatan kepada 23 daripada 25 syarikat petroleum di seluruh dunia.
Menerusi pelantikan itu, IOM akan menyediakan keseluruhan perkhidmatan menaik taraf dan memodenkan operasi DCS di Loji Asli Cecair Malaysia itu.

Ia akan dilaksanakan unitnya di Malaysia, iaitu Foxboro Malaysia Sdn Bhd dan akan siap pada 2014.

Pengarah Urusan MLNG, Medan Abdullah, berkata aktiviti menaik taraf dan memodenkan operasi DCS bagi menggantikan sistem sedia ada, sejajar usaha meningkatkan produktiviti dan keselamatan operasi di Loji Asli Cecair Malaysia.

Katanya, ia sekali gus membantu MLNG meningkatkan lagi pengeluaran gas asli cecair (LNG) bagi memenuhi permintaan dunia.
“Dagangan LNG dijangka meningkat dalam 10 tahun berikutan banyak negara menggunakan tenaga itu sebagai sumber tenaga mesra alam,” katanya pada majlis pemeteraian perjanjian dengan IOM, di Kuala Lumpur, semalam.

“Justeru, MLNG memerlukan generasi baru DCS untuk membantu kami memperkukuhkan peranan sebagai peserta utama LNG dunia, sekali gus dapat mengurangkan kos operasi serta mengekalkan tahap keselamatan dan integriti operasi kami di loji LNG itu.

Medan mewakili MLNG manakala IOM menerusi unitnya, Foxboro Malaysia diwakili Pengarah Urusannya, Zaid Abdullah. Majlis disaksikan Naib Presiden dan Pengarah Urusan IOM Asean, Jepun dan Taiwan, Terence Chan.

JOHOR BAHRU: Sebuah kapal kargo yang dalam pelayaran dari India ke Hong Kong tersadai di perairan Pengerang, Kota Tinggi di sini, selepas dipercayai bertembung dan berlaga dengan sebuah kapal tangki membawa 61,858 tan minyak mentah.

Dalam kejadian kira-kira jam 6.05 pagi itu, Kapal MV Waily yang berdaftar di Kingstown, Saint Vincent And The Grenadines dikatakan berlanggar dengan kapal Bunga Kelana 3 yang berdaftar di Pelabuhan Klang, kira-kira empat batu nautika Barat Daya Tanjung Stapa, perairan Pengerang, Kota Tinggi dan 3.7 batu nautika dari perairan Singapura.


Ketua Penguat Kuasa Daerah Maritim Tanjung Sedili, Komander Abdul Hadib Abdul Wahab berkata, Pusat Carilamat dan Bantuan Bencana Maritim (MRSC) Johor Bahru menerima maklumat berhubung kemalangan dua kapal di perairan Pengerang pada jam 8.30 pagi.


“Hasil maklumat yang diterima, Agensi Penguatkuasaan Maritim Malaysia (APMM) Wilayah Selatan mengarahkan sepasukan anggota KM Manjung bersama dua bot laju untuk menjalankan operasi mencari dan menyelamat di lokasi kejadian.


“Sebaik tiba, kami dapati seramai 50 anak kapal terdiri daripada warga Malaysia, India, Pakistan, Indonesia, China dan Filipina berada di atas kedua-dua kapal terbabit.


“Bagaimanapun, mereka disahkan tidak mengalami sebarang kecederaan akibat kejadian,” katanya.


Menurut Abdul Hadib, pemantauan di kawasan kejadian mendapati terdapat tompokan minyak dalam lingkungan 50 meter kesan daripada perlanggaran kapal berkenaan.


“Berdasarkan siasatan awal, kami mengesyaki kejadian berkenaan turut mengakibatkan tumpahan lebih 2,000 tan minyak yang dibawa kapal tangki Bunga Kelana 3.


“Malah, pemeriksaan di bahagian sisi kiri Bunga Kelana 3 mendapati berlaku koyakan sepanjang 10 meter sementara MV Waily hanya mengalami kerosakan kecil,” katanya.


Abdul Hadib berkata, pihak Jabatan Laut sudah menghantar kapal Shaula 1 ke lokasi kejadian sejak awal pagi bagi mengawal masalah tumpahan minyak.


“Setakat ini, kami masih belum mengetahui punca sebenar kemalangan dan pasukan penyelamat masih giat menjalankan siasatan di lokasi kejadian.“Hingga petang tadi (semalam), kapal Bunga Kelana 3 sudah ditarik dan bersauh di perairan pelabuhan Changi untuk proses baik pulih,” katanya.

1. At about 6:10am on 25 May 2010, the Maritime and Port Authority of Singapore (MPA) received a report that a Malaysian-registered tanker, MT Bunga Kelana 3 and a St Vincents and The Grenadines-registered bulk carrier, MV Waily had collided in the Traffic Separation Scheme (TSS) of the Singapore Strait. The incident location is about 13 kilometres southeast of Changi East.

2. Both vessels are currently anchored in the Singapore Strait. MV Waily is currently about 11 kilometres southeast of Changi East and MT Bunga Kelana 3 is about 7 kilometres south of Changi East.

3. MPA’s Port Operations Control Centre has issued navigational broadcasts to ships transiting the TSS to keep clear of the anchored vessels. Traffic in the TSS remains unaffected.

4. There was no report of injury to crew members. However, MT Bunga Kelana 3 suffered damage to one of its cargo tanks, resulting in an oil spill. The Master of MT Bunga Kelana 3 estimated that 2,000 tonnes of crude oil could have spilled into the sea.

5. Upon notification, MPA immediately dispatched four patrol and emergency response craft to the affected area. MPA also activated oil spill response companies which have deployed three craft equipped with oil spill equipment. Work is ongoing to contain and clean up the oil spill.

6. MPA has also informed the Malaysian and Indonesian authorities of the incident.

Another Maritime Academy (Sarawak Maritme Academy)

SIBU: The country is facing an acute shortage of seafarers and more than 50 per cent of sailors in the country are foreigners.

“It’s not that Malaysians are not capable of becoming seafarers but many are actually not introduced to the profession,” said head of Nautical Studies at the Sarawak Maritime Academy here, said Captain Abdul Aziz Abdullah.

The academy, Aziz said, was making things easier for Sarawakians as they need no longer travel to Malacca to take up training.

Still, Aziz said many parents here were unaware of the academy’s existence and the benefits of taking up seafaring as a career.

Meanwhile, the second batch of students taking up Diploma in Nautical Studies and Marine Engineering at Sarawak Maritime Academy will commence studies on July 6.

Aziz said over 60 students had applied for the course but only 21 were approved.

“Not all applicants were successful as they have to pass a very regimented training programme, just like what the National Service trainees are undergoing. So in the end, we have to reject many of the applications,” he said.

Aziz, however, said those interested could still write in and arrange for an interview as the academy could easily accommodate up to 120 students at any one time.

He said a certificate of competency was the basic requirement for a seafarer who wishes to serve on board a vessel as a navigating (deck) officer or marine engineer. The certificate would enable the seafarers to go anywhere in the world to work.

For entry requirements, all it takes is for the students to have at least a credit in Science, Maths, English and Bahasa Malaysia for Diploma in Nautical Studies and a credit in Physics, Add Maths, English and Bahasa Malaysia for Marine Engineering. On top of that, the applicants must be mentally, physically and medically fit, and possess a positive mindset and attitude. The estimated cost of the entire three-year course excluding modular and living costs is RM39,000.

Academy director Goh Chin Guan, who was also at the press conference, said the academy boasted of having the best facilities in Malaysia. Among them were Poseidon Borealis Full Ship Bridge Simulator, UNITEST Medium Speed Engine room Simulator MED3D, smokehouse, swimming pool, computer laboratory and hostel facilities.

The newly built Sarawak Maritime Academy has officially commenced its operation and is to receive its first batch of students.

The new students will be pursuing a diploma course in Marine Engineering and Nautical Studies, which runs for two years.

Upon graduation, each student will receive a certificate of competency from the Malaysian Marine Department, which is a pre-requisite for any aspiring trainee who wish to work as a Marine Engineer or Navigating Officer on board of a ship.

The Sarawak Maritime Academy is the first of its kind in the east Malaysia, and is second overall in the country after the Malaysia Maritime Academy in Melaka. A total of RM25 million has been spent to build and set up the academy, spanning an area of 2.8 hectares. It is equipped with state-of-the art facilities and equipment, and meets all the standard requirements by the International Maritime Organization.

The institution is also set up with an aim to produce more local seafarers, especially in Sarawak, where the majority of the current qualified seafarers in the state today coming from overseas and neighboring countries such as Indonesia, Myanmar, India and Philippines.

The maritime academy can take about 400 trainees, and is able to provide 150 places for hostels and accommodation at one time.

The director of the academy, Captain Goh Chin Guan, an experienced maritime personnel, told that maritime industry pays good salary, with a qualified cadet officer earning between $5,000 to $10,000 while a captain can earn as much as $15,000 per month.

Limit traffic in Straits of Malacca

KUALA LUMPUR: The number of vessels plying the Straits of Malacca will need to be capped to ensure safe navigation, Deputy Prime Minister Datuk Seri Najib Tun Razak said.

He said the capacity of the strait to assimilate increasing vessel traffic was finite.

He said Malaysia believed that the ship-carrying capacity would have to be jointly determined by the littoral states, and the set limit must not be exceeded.

“Malaysia believes there is an ultimate 'tipping point' for maritime traffic in the strait beyond which further increases will become not only risky but also too dangerous and costly.

Najib said that over the years, Malaysia had spent more than RM200mil to install, maintain and upgrade various navigational aids in the strait, adding that there was a limit to what the country could afford given the long-term financial implications.

He said the strait was not international waters, but bordered by Indonesia and Malaysia and the sovereign rights of these nations should be appreciated.

“While vessels can pass through, they will have to abide by the rules and regulations established by the coastal states relating to navigational safety, environmental protection and fisheries,” he said.

He added that Malaysia viewed its sovereignty in the strait as sacrosanct and this included the right to exercise full and exclusive sovereignty over its territorial waters.

“Malaysia also has a Continental Shelf and an Exclusive Economic Zone in the strait and reserves all rights for exploring, exploiting, conserving and managing resources therein,” Najib said.

He said a Marine Electronic Highway was being planned to integrate current maritime safety technologies with marine environment management and protection systems.

This was in addition to the Traffic Separation Scheme, STRAITREP mandatory ship reporting system and Vessel Traffic Monitoring System which were already in place, he said.

Malaysia considers new maritime institute

Malaysia will consider inaugurating a new maritime institute, according to sources close to Port Klang.

According to the source, a new institute would wean dependence away from foreign seafarers and importantly to elevate the professional standing of its cohort of ABs. “They want to offer diploma and degree courses now,” the source told Baird Maritime. No plans have yet been set as to where and when the institute will be inaugurated but industry insiders are sure to concur that a domestically-situated institute is a valuable platform to save much needed foreign exchange earnings.

Malaysia has a few maritime institutes, the most notable being ALAM Maritime which operates under the patronage of MISC, the nation’s largest liner and chemical tanker operator. It is unclear if authorities will forge collaborative arrangements with other maritime institutes around the region as a means of sharing and exchanging ideas and streamlining training arrangements.

Plans for maritime institute in Iskandar Malaysia

Johor: Iskandar Investment Bhd (IIB) has inked a collaborative agreement with two institutions from Netherlands to start talks on a plan to set up a world class Dutch Maritime Institute at EduCity @ Iskandar.

Maritime Institute Willem Barentsz (MIWB) and Maritime Institute de Ruyter (MIR) have agreed to work with IIB to explore the possibility of setting up an internationally recognised maritime institute in Iskandar Malaysia.

Managing Director Of IIB, Arlida Ariff, said establishing Asia's first Dutch Maritime Institute in Iskandar Malaysia will go a long way towards raising the standards of maritime education in Malaysia to a higher level.

"It would also help facilitate knowledge transfer from the two world renowned Dutch maritime institutions to Malaysian institutions," she said in a statement issued by IIB here after the signing ceremony in Kuala Lumpur Friday.

According to her, the institute will not only add prestige to the education arena within Iskandar Malaysia and Malaysia, but will also serve as a much needed feeder institution to local logistics ports in the corridor or other parts of Asia, in view of the fast growing regional nautical industry.

Arlida also said, the new partnership is further proof of consistent foreign investor interest in Iskandar Malaysia and confidence in the region.

The proposed Dutch Maritime Institute will be located in EduCity @ Iskandar, IIB's multi-university campus area set over 123.4 hectares of land, which aims to be a knowledge centre, not just for Asia, but for the world.

EduCity will host common facilities and a combination of faculties from selected leading universities in the world. It will feature eight faculties, each renowned for their specialisation in medicine, logistics, hospitality, engineering, creative multimedia, creative arts and business studies.

One of the eight faculties in the pipeline is the branch campus for Newcastle University's (UK) medical faculty, known as the Newcastle University Medicine Malaysia (NUMed Malaysia), expected to be completed in 2011.

IIB is an investment holding company which promotes and coordinates the development to support Iskandar Malaysia which was launched in 2006.

To date, the economic corridor encompassing 2,217 sq kilometer in southern Johor and twice the size of Singapore has managed to rake RM40 billion of foreign and domestic investments.

Meanwhile, the Head of Economy and Trade Section at the Netherlands embassy in Kuala Lumpur Jacoba Bolderheij who was present during the signing ceremony said, the embassy is delighted to see Dutch education institutes active in Malaysia.

"We certainly hope that the current collaboration would turn into action soon because we fully believe that having the top two maritime institutes from the Netherlands signify the importance of the venture," she said.

She is confident that Iskandar Malaysia will develop into a vital economic hub in South East Asia.

"Iskandar Malaysia is located strategically in the middle of the bustling trade route connecting the emerging China-India markets - the potential for rapid expansion of logistics services and rising demand for skilled and qualified seafarers in the region," said Jacoba.

According to her, Netherlands is one of Malaysia's active trading partners in Europe with over RM25 billion of its exports to Europe done via the Netherlands.

Meanwhile MIWB Director of Projects, Capt Stephen Cross, said the venture could eventually elevate the Malaysian maritime education to a higher standards as well as facilitate transfer of knowledge from the world's two leading maritime institutions.

Founded in 1875, MIWB is the oldest Dutch maritime institute and amongst the most advanced ship's officers training institutes in the world while MIR is one of the leading maritime educational institutions in Western Europe and is best known for its specialty in logistics.

Tanjung Agas park doing well in wooing investors

RIYADH: The Tanjung Agas Oil and Gas and Maritime Industrial Park, one of the key projects in the East Coast Economic Region (ECER), is doing well in attracting investors, said Pahang deputy secretary (development) Datuk Mahadiah Mohamad.

Located in Pekan, Pahang, and south of Kuantan Port, she said the park acted as a modern one-stop service centre and offshore base, supporting the region’s upstream and downstream oil and gas exploration and production activities.

“Most of its maritime base and shipping services are doing well,” she told Bernama here recently.

Mahadiah was among the delegates of the East Coast Economic Region Development Council (ECERDC) who visited West Asia to woo Gulf investors to the development corridor.

Riyadh was the second leg of the mission, led by National Corridor Development Adviser and former prime minister Tun Abdullah Ahmad Badawi.

The other stops were Abu Dhabi in United Arab Emirates (UAE) and Jeddah, Saudi Arabia.

The mission is a joint effort by the Malaysian Industrial Development Authority and Malaysian embassies in the UAE and Saudi Arabia.

ECERDC is acting as a one-stop centre to fast-track applications and approvals and provide counselling and advisory services for investors in the industrial park.

On the mission, Mahadiah said based on the business meetings, investors were keen to invest in ECER.

“We are now working out the mechanism on how to translate it to proper action, which includes project identification and working together.”

There would be more follow-up discussions soon, she said.

Tanjung Agas was chosen to be a maritime industrial hub following its strategic location and naturally-sheltered area to ensure safety of ships during monsoon season.

It was also chosen for the availability of land for the proposed projects, its good transport linkages and multimodel connectivity.

Mahadiah said there were also plans to attract investors to ECER’s tourism sector.

A campaign to attract entrants to the shipping industry

The global shortage of seafarers, especially officers, has already reached serious proportions, threatening the very future of the international shipping industry, which is the lifeblood of world trade.

Recent reports have identified a current officer supply requirement of 498,000 in 2008, with an officer shortfall of 34,000. This figure is expected to rise to a projected officer shortfall in 2012 of 83,900.

The “Go to Sea!” campaign was launched in November 2008 in association with the International Labour Organization, the “Round Table” of shipping NGOs – BIMCO, ICS/ISF, INTERCARGO and INTERTANKO – and the International Transport Workers Federation.

The specific aim is to promote seafaring as an attractive option for young people of the right calibre, one which can provide them with rewarding, stimulating and long-term prospects, not only at sea but also in the broader maritime industry.

With the “Go to sea!” initiative, IMO has opened an umbrella under which industry and Governments can mount their own campaigns to improve seafarer recruitment.

If the global pool of competent and efficient seafarers is to meet future demand, then seafaring must be presented to younger generations as a viable career choice.
