How to apply Certificate of Competency Online ?

In 2009, Marine Department has upgraded its system from conventional to online-internet services. I wonder how much the government had spent for this. But, I do believe that it is because the important of this new technology that definitely improve the government services that they decided to.

Earlier, when it was first introduced (somewhere in May 2009) many folks feels inconvenience of its existence. Then, in August 2009 it was officially launched. Perhaps because its implementation is to rapid, the maritime people are unprepared and like normal people do, they complaints.

After few months as the system grows people are slowly accepting it and slowly using it to their benefits. They starts to click the address http://marine45.marine.gov.my/public/ENPage1.aspx and probably clicking it daily, anywhere and anytime.

Now you can apply your Certificate Of Competency from you house, office or cyber cafe anywhere, anytime.... as long you have the tools and internet-line. Follow the steps below on how to apply COC online:

2. On that page click 'APPLICATION AND STATUS INQUIRY'

3. Next, chose a port office i.e 'Port Klang' (now here is where you will go for making payment and collection of your COC) Remember, if you wish to pay there and want to collect at different port office, you may do so by choosing the Port Office of you selection during application.

4. On the Menu area, click Certificate of Competency.

5. Enter your Seafarer Number in the BOX. There are two boxes there, for new application you only need to enter the seafarer number. For renewal or replacement of COC you need to enter both the seafarer number and the certificate number. Click NEXT

6. On that page - COC Registration, fill in the info in the boxes especially the one with ' * '.

6.1 Seafarer Information - complete the information, remember to provide your contact number. because if you didn't there is no-way for the department to find you if your application have any problem.

6.2 New COC Information - chose the grade you want to apply.

6.3 Special Training Certificate Endorsement - this part you must be conscious, if you have any of the listed certificate, click in the SMALL BOX on the left and type the certificate number on the right. For ROC and GOC it is required to provide the expiry date of that certificate. Now, this will save you money. Why? Do not forget that one endorsement will cost you RM20.00. But, if you apply at this time, consider the government give you as complementary services.

6.4 Then, complete the rest of it. It so simple.

7. Online application slip - print it and keep it. Use the slip as reference and proof of your application when making payment at port office.

That's it for now.... and have a good day

Grades of Malaysian Certificate of Competency

As I have mentioned early Certificate of Competency are divided into two (2) departments. The first one known as Deck Department and the other is Engine Department. This separation are mainly to cater the job-scope onboard which the deck officer are in charge overall on bridge and deck areas whereas the engineer has to do maintenance and monitoring main engine, auxiliary engine, boiler, generator, etc…

Here are the lists of CoC’s grade by ranking issued by the Marine Department Malaysia:

Example; MASTER (capacity)-3000GT or more (limitation)-Unlimited Trade Voyage (Plying Limit), similar to that engine side are as follows; Chief Engineer Officer (capacity)-3000kW or more (limitation)-Unlimited Trade Voyage (Plying Limit).

Before you can get the Master or Chief Engineer ticket, you have to start from bottom and pass the Officer in charge of Navigation/Engineering Watch.

Malaysian Certificate of Competency (CoC)

Do you know that working onboard merchant ship/vessel requires you to have a certificate?

What is this CoC?

Do you have a Malaysian Passport & Driving license? Generally those who have not seen this Certificate of Competency, it is like a combination of Malaysian Passport and driving license. From outside it look similar like a passport and inside has the particulars like license.

Inside it contains information about the holder, grade, date of issue, date of expiry, issuing authority, signature of holder, signature of Director General of Marine, function, limitation, capacity, page for endorsement, etc...

Why do i say same like driving license? well for those who does not have any idea... CoC issued by the Marine Department Malaysia consist of different
grades, capacities, plying limits and functions.

Take for example, at the back page of driving license it has classes of license such as A, B, B1, B2, C, D, E, E1, E2, F, G, H, and I. Similar to that, CoC has different
grades like Master, Chief Officer, Officer in Charge of Navigation Watch (WKO), Chief Engineer, Second Engineer, Officer incharge of Engineering Watch (WKE). It also divided into Gross Tonage (GT) and Kilowatt (kW) and plying limit or voyage such as Domestic, Near Coastal and Unlimited.

Who is eligible for this CoC?
- Are you Malaysian? if yes, than you are eligible to have one.

How to get one?
- Getting it is not an easy task. The higher the CoC
grades you are taking the harder it will be.

If you interested to have one, and seriously decided to be a seafarer as your career this what you should do;- Make an application to enroll in courses provided by the Approved Maritime Training Institution. For those who have good results in SPM, STPM, Matrikulasi, Diploma or even Degree... can make an application to Akademi Laut Malaysia (Navigation & Engineering) or Politeknik Ungku Omar (Engineering only).

For more information you might want to surf their webpage on below URL;
ALAM - http://www.alam.edu.my/
PUO - http://www.puo.edu.my/

The two institutions suggested above obviously provide courses for higher grade, i.e;
Navigation or Deck Department courses :
1. WKO >500GT Unlimited
2. Chief Officer >3000GT Unlimted
3. Master >3000GT Unimited

Engineering or Engine Department courses
1. WKE >750kW Unlimited
2. Second Engineer >3000kW Unlimited
3. Chief Engineer >3000kW Unlimited

There are also courses provided for lower grade, but that will be share later.

Requirements of Malaysian Certificate of Competency

If you have decided to be a seafarer and you like to travel all over the world, you might want to know the requirements for having Malaysian Certificate of Competency. Travelling all over the world on a merchant ship while getting paid thousand of Ringgit or Dollar is really sounds interesting. And for you to achieve this you will need at least a CoC with grade of Officer in Charge of Navigational Watch of 500GT or more Unlimited Trade Voyage (WKO-Unlimited) or Officer in charge of Engineering Watch of 750kW or more Unlimited Trade Voyage (WKE-Unlimited). The other option is by getting Watch Keeping Rating for Deck (WKR-Deck) or Watch Keeping Rating for Engine (WKR-Engine) but less salary lor.

Let me start by discussing the subjects of WKO-Unlimited and WKE-Unlimited here, for the rest of
CoC’s grade will be discuss later.

Normally after you finish your SPM with good results especially in Maths and Science, depending on the requirements set by Maritime Training Institution, make yourself busy by surfing the website below;

ALAM - http://www.alam.edu.my/ (DNS and DME)
PUO - http://www.puo.edu.my/ (DME only)
SMA - http://www.smaswak.com.my/ (DNS and DME)

These Institution offer courses in ‘Diploma in Nautical Studies (DNS)’ and ‘Diploma in Marine Engineering (DME)’. DNS will later qualify you to WKO-UL and DME to WKE-UL.

You can always call the training provider asking about the Course Fee and duration of training program. After you enrolled in that course, you should not worry much for everything has already prepared and planned for you. What you should worry is how you can secure a seat in that institution!!! Money is the big issue here… previously, some student manage to get a scholarship from the state government, government loan or sponsored by particulars shipping company.

Nowadays it is popular and common to be sponsor by shipping company like MISC, Bumi Armada, etc… As for to-date 2010, it is estimated by the IMO that the shipping industry are shortage of 30,000 seafarers worldwide. Imagine that you are holding WKO-UL or WKE-UL, at least you can reduce the statistic and contribute to the nation, what most beneficial that you can easily get job anywhere in the world, and do you know why? It is because that the Malaysian CoC that you are holding is recognized by many countries which are the members of International Maritime Organization (IMO). Currently Malaysia have sign Memorandum of Undertaking (MOU) with 31 countries.

Here is what you should remember;

1. Enrolled in the DNS or DME course and complete your training and pass all written examination (3 year studies).

2. After you got your Diploma, apply for oral examination. Oral exam is conducted by the Marine Department’s Examiner and you can choose location of exam during application.

3. After you have completed and successfully pass the exams at (1) and (2), make an application of Certificate of Competency and submit to Marine Department port office.

Some students made mistake by assuming that the CoC will be issued right after oral examination without making any application. You need to pay the necessary ‘application fee’ for oral exam and CoC, so do not forget to apply for one.

Here is the checklist that you should keep-in-mind during application of Certificate of Competency. Since year 2009 Marine Department has already upgraded their system so called ‘Seafarer Documentation System’ by allowing user to apply online, you may surf at this address http://www.marine.gov.my . Remember, you might be requested to shows these documents (below) as an evidence when you are attending at the port office to pay the application fee.

Requirements for Officer in Charge of Navigational Watch of 500GT or more Unlimited Trade Voyage (WKO-Unlimited)

1. Seafarer Identification Document (seaman card)

11. ARPA Certificate
12. Electronic Navigational Aids Certificate
13. Bridge Watchkeeping Certificate (Issued by Master of the ship during cadet on board ship)
14. Discharge Book (evidence showing 12 months sea time as Deck Cadet)

Requirements for Officer in charge of Engineering Watch of 750kW or more Unlimited Trade Voyage (WKE-Unlimited)

1. Seafarer Identification Document (seaman card)
2. Diploma in Marine Engineering
3. Confirmation Letter from Institution saying you have passed the written examination
4. Letter from Marine Department saying you have passed the Oral Examination
5. Advance Fire Fighting Certificate
6. Efficiency in Survival Craft Certificate
7. Personal Safety and Social Responsibilities Certificate
8. Medical First Aid Certificate
9. Discharge Book (evidence showing 6 months sea time as Engine Cadet).

Most of the certificate above is already included in the course program, and will be issued once you have undergone training and exam. During your training as cadet, make sure to complete the Training Book for Cadet because during the oral examination the examiner might ask question pertaining your duties onboard ship.

That is it for now on
Certificate of Competency, hopefully you might have some ideas on how to go about it.

Lastly, IMO have launched a theme for this year World Maritime Day “2010-Year of the Seafarer”.
